LC January Report

December 31, 2016

Brothers and Sisters of Division 747

Here is my report for December 2016 to be tabled at the next monthly meeting on January 10, 2017

As some of you may have heard by now General Chairman Brother William Michael has decided to resign from his position and give his full and undivided attention to being retired and to spend more time with his wife Vicky and his growing (grandkids) family. On behalf of Division 747 I would like to thank Brother Bill for all he’s done during his almost two terms as General Chairman of the Central Region (VIA).

As one of three GC’s responsible for the rights and welfare of VIA Rail locomotive engineers from coast to coast he was the loudest voice when dealing with VIA’s management as his two counterparts are encumbered with the issues related to the other two national carriers. With the co-operation of the corporation’s Labour Relations Dept. he was able to, among other things, re-establish the Rest Days Push for spare board engineers working into their respective days off, the right to book rest after attending a company initiated meeting, revamped compensation for attending the Re-certification courses and the maintaining ‘TV dates’ in certain conditions to name just a few. During our last round of negotiations he ensured that when it was clear that there would be no movement on benefits we maintained our pressure to at least ensure wage parity with our brothers at CN and CP.

As a result I will be assuming the duties of General Chairman until a formal election of G. C. of A. executives is held. Because those duties entail representing all brothers and sisters of the 3rd, 4th, and 6th Seniority Districts I am no longer allowed to directly involve myself in ‘Local Committee’ issues unless they are progressed to the General Committee level by the respective Division. With that in mind effective immediately Brother Jack Strachan will be the Interim Local Chairman for Division 747 at least until the G.C. of A. elections in June. For those of you who are unfamiliar with Brother Strachan he is an engineer of similar service as myself with extensive experience as a union officer and I am confident that the transition will be seamless.

Coming up is the finalization of the Training allowances to be paid to trainers involved in both the Familiarization aspect as well as the ‘On The Job Trainers”. The second is the awarding of bonus money associated with the Fuel Conservation initiative. Watch the website for more details as they are revealed.

Finally have a very Happy New Year

Fraternally

P.A. Hope

Local Chairman, Div. 747
